Project Description
V-ROADS (Project Number: 101242604), co-funded by the Erasmus+ Programme, has been launched to support the modernisation of Albania’s Vocational Education and Training (VET) system, with a specific focus on the tourism sector. The initiative sets out to strengthen the skills of VET trainers and improve the alignment between training provision and the labour market, promoting digital and inclusive approaches built around micro-credentials and aligned with European EQF standards. The project’s main beneficiaries are public and private VET trainers and providers, alongside young people and women in vulnerable situations, with the aim of boosting employability and supporting inclusive growth in the tourism sector.
Objectives
V-ROADS pursues the following objectives:
• Updating the skills of VET trainers, raising the quality of training provision;
• Strengthening employability through skills tailored to the tourism sector;
• Promoting cooperation between the VET system and the private sector;
• Supporting training in accessible and inclusive tourism;
• Fostering the inclusion of young people and women in vulnerable situations;
• Enhancing transnational cooperation between Albania, Italy and Croatia.
Key Activities
The project is structured around work packages (WPs) that include:
• A training needs analysis, mapping skills gaps in the tourism sector;
• Co-design of six modular curricula, aligned with EQF standards and the micro-credentials model;
• Training of trainers (ToT) and methodological support for VET trainers;
• Transnational mobility to Croatia to exchange good practice on digitalisation and inclusion;
• Pilot courses in Albania for VET learners;
• Mentoring for VET providers on the inclusion of vulnerable groups;
• Policy development and institutionalisation, including recommendations for the recognition of micro-credentials;
• Communication, dissemination and capitalisation, delivered through an online learning portal, coordinated communication activities and public eventsi.
Role of CIFLA and Partners
The consortium brings together six beneficiary partners from Albania, Italy and Croatia:

• Fondazione Flaminia (CIFLA) – Partner.
• Associazione “Un’altra Visione” – Shoqata Tjetër Vizion –Partner.
• DANTE – Institute for Adult Education DANTE (Croatia) – Ustanova za obrazovanje odraslih – Partner.
• Public Vocational Training Centre of Elbasan, under the supervision of the Ministry of Economy and Innovation – Qendra e Formimit Profesional Publik Elbasan (QFPP), Ministria e Ekonomisë dhe Inovacionit – Partner.
• Albanian Federation of Alpinism and Mountain Tourism – Federata Shqiptare e Alpinizmit dhe Turizmit Malor – Partner
• The project is also supported by associated partners, including universities (University of Shkodra and University of Elbasan), local authorities (Municipality of Elbasan and City of Opatija) and tourism-sector networks (the Kvarner Health Tourism Cluster and the Adriatic Archaeology Study Centre)
Fondazione Flaminia (CIFLA) coordinates the Communication, Dissemination and Capitalisation activities of V-ROADS, supporting the visibility and promotion of results and stakeholder engagement. CIFLA is also responsible for the Quality Assurance Plan and for monitoring the project’s KPIs.
